This tracks closely with what I have seen in large institutions and reform programs. Culture does not fail because people forget the values. It fails because the systems no longer carry them. At scale, culture is not proximity or charisma. It is architecture. If you do not design decision rights, feedback loops, and consequences to reinforce what you say you believe, growth will quietly erase the culture you think you are preserving.
